The
Great Man Made River Authority
was established by law No. 11/1983 by the general peoples
congress to implement and manage The Great Man Made River
Project.
Funding law No.
10, issued by the general peoples congress in 1983 with
subsequent additions in later years, governs the funding of
The Great Man Made River Project. The majority of contribution is directly funded by the Libyan people in the
form of levies on fuel, tobacco and international travel.
The remainder is funded by loans from banks and
participation by the general Treasury.
The total
installed cost to date for phase I is $ 5.53 billion, $
8.05 billion for phase II
and $ 6.0 billion for phase III.
